Andrey Kulazhenkov, who was the Deputy Director of the St. Petersburg Branch of OJSC N.W.Telecom, has been appointed the Regional Director - Director of the Kaliningrad Branch of OJSC North-West Telecom. Andrey Alexeyevich will start his work as the Regional Director from 14th November 2006.

Andrey Kulazhenkov was born on 29th September 1964 in the town of Liyepaya, Latvia. He graduated from the Leningrad A.N. Komarovsky Higher Military Civil Engineering College (LVVISGU), after which he served in military units attached to the Ministry of Communication in the Extreme North areas and Leningrad.

In 2001 he underwent a programme of a refresher course at the International Management Institute (IMISP), majoring as "manager". In 2006 he completed a course of studies under the Master of Business Administration (MBA) programme at the same institute.

Andrey Alexeyevich has been working in the communication industry since June 1997. He started his career in the position of an engineer of the Development and Re construction Department of OJSC Petersburg Telephone Network, in January 1998 he was appointed the Deputy Manager and in January 1999 the Manager of a branch of the Repairs and Construction Board of OJSC PTN.   In April 2000 he was moved to the position of the Deputy Director of OJSC Petersburg Telephone Network. Starting from January 2006 he has been the Deputy Director of the Branch - Manager in Charge of General Issues of the Petersburg Branch of OJSC N.W.Telecom .

The business activities and reorganization of the biggest branch of North-West Telecom - the Petersburg   branch - was carried out with the participation of A. Kulazhenkov within the managers' team. A most important programme of transition from technocratic to commercial principles of management in all areas of the Company's activities and business has been implemented .     When the branch was switching over to the new organizational structure, A. Kulazhenkov successful ly solved one of the basic strategic tasks - moving the secondary business from the branch structure. A. Kulazhenkov directly supervised both the operational tasks and such an important area as the social development of the branch.   

Taking into account the unique geopolitical position and the intensive development of the economy in Kaliningrad Oblast, OJSC N.W.Telecom is actively developing the information communications of the region. Own programme s of developing the oblast network infrastructure and all measures in the framework of the Programme approved by the Governor of Oblast and the RF Minister of Informatization and Communication are successfully implemented here. Recently the development of new up-to-date services , including broadband access and telemedicine services , has been especially dynamic.

In the opinion of the management of North-West Telecom, the experience gained by A. Kulazhenkov for the time of his work for the network of the St. Petersburg macroregion, as well as his professional and personal qualities, will facilitate active implementation of the strategic plans of OJSC N.W.Telecom in Kaliningrad Oblast. Specialists of Kaliningrad with their new Regional Director will put special emphasis on further construction of the intraareal digital primary communication network, implementation of the priority national projects and constructive interaction with the regional authorities in solving social issues.
