On 22nd September 2006 a working meeting took place between V.A. Akulich, General Manager of OJSC North-West Telecom, and representatives of the regional administration in Pskov . The results of implementing the Agreement of Cooperation and Development of Information and Communication Networks of Pskov Oblast signed on 22nd April 2005 were summed up during the meeting.

A.A. Kotov, Deputy Head of Pskov Oblast , thanked the management of OJSC N.W.Telecom for cooperation and noted that "the telecommunications industry has been intensively developing in the region during the recent years."

During the meeting V.A. Akulich has briefly told the partners about basic projects, the work on which has been completed from the moment of signing the Agreement for instance, the construction of the Western Semi-ring of the fibre-optic communication line has been completed, 34 post-offices and stations of collective mail access to the Internet have been   connected to the Internet in the framework of implementing the Cyberpocht@ (Cybermail) programme, over 20 schools of the region have been connected to the Internet in the framework of the Unified State Examination Programme.

Taking into account that Pskov Oblast is near the state border of Russia, North-West Telecom is placing emphasis on equipping the frontier areas with up-to-date communication facilities. In 2005 a large telecommunications complex was put into operation at the Burachki customs crossing of Sebezhsky district. Besides, 12 district centers have been connected to the Internet using the ADSL technology.

69 million roubles were transferred to the regional budget in 2005, and the volume of investment in Pskov Oblast amounted to 230 million roubles. In the last year 12,000 telephone numbers were put into operation and 4 new telephone exchanges were opened in district s of Pskov Oblast.
