AO MOSENERGO steps up campaign against electricity thefts

AO MOSENERGO steps up campaign against electricity thefts and turns for assistance to citizens of the Moscow region.

AO MOSENERGO found that in 2004, a total of 327.6 m kW/h of electricity (worth 380 mn rubles) were stolen in Moscow and Moscow region. In January 2005, electricity thefts accounted for 19.28 m kW/h (22 m rubles). The most difficult situation was observed at suburban semi-agricultural partnerships (dacha co-operatives) located in the Moscow region. Unauthorized connection to grids led to voltage falls and deterioration of power quality, and, as a result, to intermittent electricity supply and damage to consumer electronic goods.

In order to prevent electricity thefts, AO MOSENERGO increased the number of checks in Moscow and Moscow region that were carried out by special teams. During these raids, the inspectors looked for unauthorized consumption of electric power and checked the condition of electric meters and circuits. In January 2005, AO MOSENERGO organized 245 such checks and identified 211 cases of electricity thefts. The Company also intensified efforts aimed at collecting payments for stolen energy. AO MOSENERGO initiated court and, in exceptional cases, criminal prosecution of gross violators.

The experience showed that electricity thieves did not commit crimes for the sake of saving money. Dishonest consumers included small businesses (trade or service companies) as well as owners of suburban cottages. The rationale of the theft was based on the perception of the electricity as an «unlimited resource» whose consumption was not viewed as a crime.

As grid losses (including thefts) are partly included in electricity tariffs, each client pays for power theft by dishonest consumers. Electricity thieves also shifted the burden of payment for stolen energy to low-income consumers who, as a rule, are the most disciplined payers.

AO MOSENERGO urges the population of Moscow and Moscow region to help the Company in combating electricity thefts. The theft cases can be reported by using the hot-line number (095) 957-16-82 between 9:00-18:00. Beyond this time, calls are recorded by the automatic answering machine.
