Moscow, October 8, 2007. JSC INTER RAO UES re-invites the tender for the right to conclude a contract for development of the investments substantiation for the construction project of Kambaratinsk HPP-1 and HPP-2 in the Kyrgyz Republic.
The tendering procedure for development of the investment substantiation for Kambaratinsk HPP-1 and HPP-2 construction project is being held in compliance with the resolutions passed at the intergovernmental level by Russia, Kazakhstan and Kyrgyzstan. To organize it, a simple partnership was set up, to comprise JSC INTER RAO UES, OJSC Elektricheskiye Stantsii (Kyrgyz Republic), and JSC KazKuat (Republic of Kazakhstan). Under the arrangement, JSC INTER RAO UES represents the entire holding RAO UES of Russia and performs the functions of the tender organizer.
Initially, the tendering procedure was announced in late May this year and was scheduled to be completed in August, but at the request of tenderers its deadlines were extended twice. As a result two applications were filed - by Canada's SNC-LAVALIN INTERNATIONAL INC. and the UK's Mott MacDonald Limited. On September 24, the committee reviewed the applications and unanimously recognized the tender as failed. Such a decision was reasoned by incompliance of particular provisions of the participants’ applications with requirements imposed by the tender documents.
The opening of envelopes with applications to be received under the new tendering procedure shall take place on November 6, 2007 at 1:00 pm Moscow time. As before, the tender committee comprises three representatives from each country. It is chaired by the representative of JSC INTER RAO UES; his deputies are the representatives of OJSC Elektricheskiye Stantsii and JSC Samruk-Energo.
