The amount of debt of the Ulyanovsk region consumers for power transmission services to Ulyanovsk Distribution Grids, a branch of IDGC of Volga, PJSC, totals approximately 500 million rubles. The list of defaulters still includes Ulyanovskenergo, JSC with overdue receivables totaling 375 million rubles; State Scientific Center — Research Institute of Atomic Reactors (SSC RIAR), JSC — 45 million rubles; Ulyanovskvodokanal Ulyanovsk Municipal Unitary Enterprise — 12.3 million rubles; Inzenskiye Regional Electric Grids, LLC — 10.7 million rubles, and OCHAG Municipal Unitary Enterprise — 2.3 million rubles. Since January, 2016, the list of debtor companies was enriched by Zhilservis Municipal Unitary Enterprise of Municipal Enterprise Administration of the Veshkaymskiy district with the amount of debt of 1.4 million rubles.
The majority of defaulters systematically ignore fulfillment of contractual liabilities to Ulyanovsk DG beginning from the last year. The only efficient method for charging the payment for power transmission services still encompasses litigation. Claim administration has been carried out for each of the debtors. Court orders usually enforce the management of the companies to find the funds for debt repayment but receivables of the entity grow every month. Currently the entities preferring to postpone debt repayment to receiving of a court judgment pay the debts which were accrued at the end of the last year.
Within the commenced repair campaign lack of financing can have a negative impact on the reliability of power supply of the region. Thus, the debtors not only damage the grid company but also the conscientious consumers all around the region.
